Principal Employee and Labor Relations ConsultantLawrence
Berkeley National Lab's (LBNL) Human Resources Division has an
opening for a Principal Employee and Labor Relations Consultant to
join the team.In this exciting role, you will lead and contribute
to the learning and development of others while shaping Employee &
Labor Relations strategies, policies, and processes. You will
manage complex workplace issues, including conflict management,
contract interpretation, negotiations, performance management, and
risk management. As an expert in Employee and Labor Relations and
UC/DOE policies, you'll serve as the chief spokesperson for the
Laboratory on labor relations matters, including negotiations and
arbitration. You will also support HR and ELR solutions, aligning
with cultural values and business objectives.What You Will Do:
- Represent the Laboratory as an expert in labor and employee
relations, communicating effectively and professionally.
- Collaborate with HR Division Partners (HRDPs) to support a
diverse workforce, fostering productive Labor Relations
partnerships.
- Provide counsel to HRDPs, supervisors, and management on ELR
issues, union contract interpretation, employment laws, and
internal policies, while minimizing legal risks.
- Lead or support collective bargaining negotiations, employment
lawsuits, grievance arbitration, and regulatory hearings.
- Administer collective bargaining agreements and manage
grievance processes.
- Develop and deliver ELR training and resources, contribute to
ELR policy creation, and implement strategies that align with
organizational goals and compliance requirements.
- This role may involve supervising HR professionals.What is
Required:
- Bachelor's degree in Labor Relations, Human Resources, Business
Administration, or other relevant field, and/or equivalent HR
experience/training.
- Minimum of eight (8) years of relevant work experience or
equivalent.
- Extensive knowledge of employee and labor relations principles
and practices.
- Demonstrated experience in all facets of labor and employee
relations, inclusive of labor contract administration, collective
bargaining (including significant experience as chief
spokesperson), mediation, arbitration advocacy,
facilitation/conflict resolution, drafting of settlement
agreements, letters of understanding and arbitration post-hearing
briefs.
- Knowledge of state and federal labor laws pertinent to the
Employee and Labor Relations; general knowledge of employment law
pertinent to Titles VII/IX, Civil Rights Act, as amended, ADA,
EEOC/DFEH, FMLA, etc.
- Superior verbal/written communication and presentation
skills.
- Excellent interpersonal skills with a strong understanding of
organizational communications and dynamics and ability to work and
collaborate effectively with a broad range of constituents.
- Strong research, analysis, and problem-solving skills. Proven
experience in effective conflict resolution.
- Exceptional negotiation, consultation, mediation, and
facilitation skills.
- Proficiency with Microsoft Office Suite applications (Word,
Excel, PowerPoint).
- Highly organized and comfortable working in a fast-paced and
dynamic environment.Desired Qualifications:
- MA/MS degree with concentration in HR or related field.
- Knowledge of LBNL/UC/DOE policies and procedures.
- General knowledge of Human Resources management theories,
principles, and practices as well as Workers Compensation
law.Notes:
- This is a full-time, career appointment, exempt (monthly paid)
from overtime pay.
- The full salary range of this position is between $118,272 to
$199,608 per year and is expected to pay between a targeted range
of $133,068 to $162,636 per year depending upon candidates' full
skills, knowledge, and abilities, including education,
certifications, and years of experience.
- This position is subject to a background check. Any convictions
